Basildon Council carried out a series of corporate fraud investigations last year after allegations of misconduct were made against some staff members.
A total of 15 employees have now been disciplined, the Essex Echo reported.
Altogether 48 investigations carried out and 21 were found to be genuine. They related to fraud, staff conduct and complaints from colleagues.
Management have been notified of areas for improvement, which it is hoped will minimise the risk of fraud in the future.
The council's internal audit service also plans to educate staff and help them spot potential instances or fraud or corruption so they can report it to senior managers.
Meanwhile, Your Local Guardian has reported that a member of staff working for Lambeth Council has blown the whistle on fellow employees who are believed to have let themselves off parking fines.
An unknown number of workers from the council's parking monitoring team were said to have committed fraud by cancelling their own tickets.
